objection to any of the amendments proposed by longkong
(see paragraph 10 above), but that he had not yet had
time to consult his experts; he was quite prepared to re-
lagate the question of precedence of the Commissioner
an exchange of Hotes, details of which could be discussed
at Hongkong.

The stage was thus set for the negotiation
of the agreement in its final form between r. ze hin-
self and the Governor of Hongkong, and I have now rec civ-
ed a message from His Excellency informing me that he and
kr. kaze have reached a general agreement, of which he
will shortly send me the draft, and which will in due
course have to be submitted to the Nanking Government and
to His Majesty's Government for their approval.
I pre-
sume, therefore, that after examination of the draft in
the departments at home, I shall receive your instruc-
tions to conclude the agreement (as foreshadowed in
Foreign office letter to the Colonial Office mentioned
in paragraph 9 above) with the minister for Foreign
Affairs/
